HM Land Registry is seeking a supplier to support the organisation in delivering “digital services, technology platforms, and a new digital register”.

The non-ministerial department is looking for a provider that could help it work towards five goals, the first of which is to “digitise and automate new user-facing services”.

The second target is to improve the registry’s internal systems for processing applications and caseworking, including the introduction of automation. HM Land Registry is also looking to “refresh existing technical architecture and build new technical capabilities”, as well as boosting the skills of its in-house digital development staff.

The organisation’s final ambition is “to build a new digital register to enable future services and create data products”.

The chosen supplier will be given a one-year contract worth up to £8m. This deal could be extended by a further 12 months. 

The department said: “HM Land Registry's digital and data programmes are looking to deliver new, user-focused services for citizens, customers, and HM Land Registry caseworkers, required to support a wider business transformation, with the overall aim of simplifying, speeding up, and improving the process of land registration in England and Wales.”

The digital and data programme is already in the delivery phase, and is supported by 200 people across 15 teams, comprising a mix of in-house staff, contractors, and suppliers.

“We are seeking a development partner to complement our agile development capability in all digital team roles including: product; delivery; user research; design; engineering; test; and development operations,” HMLR said. “The successful supplier will work closely with HMLR and the incumbent supplier to transition over a three-month period. Additional suppliers may be appointed to support any part of the digital or data programmes.”
Bids for the project are open until 1 February via the Digital Marketplace. A contract is scheduled to commence on 1 April.

HM Land Registry is responsible for overseeing the registration of the ownership of land and property across England and Wales. It is an arm’s-length agency of the Department for Business, Energy, and Industrial Strategy.
