National Data Strategy issues call for evidence

Input sought across various areas related to how data could benefit people, government and the economy

The government has issued an open call for evidence to be submitted to help shape the creation of the National Data Strategy.

The plan is currently being developed by the Department for Digital, Culture, Media and Sport. DCMS is looking to hear from people and organisations that can provide input “that will underpin a draft strategy”.

It is particularly seeking submissions related to six core objectives across three areas: people; economy; and government.

In the area of people, DCMS is looking for ideas of how to meet the goal of ensuring that “data is used in a way that people can trust”. It is also seeking suggestions for ways to make sure that “everyone can effectively participate in an increasingly data-driven society”.

In relation to the economy, input is being sought on how better use of data can promote economic growth and productivity gains. DCMS also wishes to hear ideas for how best to enable businesses and charities to “effectively operate in an increasingly data-driven economy”.

For government’s own operations, it wishes to receive feedback on how improved collection, sharing, and use of data could benefit the delivery of public services. DCMS is also interested in suggestions for how “to achieve alignment in government around data”. 

“The aim of the National Data Strategy is to drive the collective vision that will support the UK to build a world-leading data economy,” DCMS said. “It will help ensure that all citizens and organisations trust the data ecosystem, are sufficiently skilled to operate effectively within it, and can get access to high-quality data when they need it.”

The department added: “Data – understood in its broadest meaning – is an area that the government must get right. It plays a key role as a cornerstone and enabler of the UK digital strategy, industrial strategy, and transformation strategy. Government needs to lead the way, ensuring that the wider economy is supported and that public services are delivering the best possible outcomes to the public.

“Government must consider what needs to be done to allow the power of data to be unlocked for all elements of society and the economy. This includes the many ethical questions that arise around the use of data, ensuring the most effective use of data is fair and benefits all citizens.”

Submissions – which can be emailed to nationaldatastrategy@culture.gov.uk – can be made until 14 July.

Responsibility for government data policy was last year moved from the Government Digital Service to DCMS. The culture department also took the reins on issues related to governance and data sharing.
